Your site always runs on the tier you chose: the same memory and CPU every day, so there are no surprises.
Auto-scale
Your site starts on a tier and moves within a range you agree: up when memory passes 80% of the limit, down after 30 quiet minutes, never outside the range, and only when there is room.
